Why does Manor Lords freeze at 99% loading with ZhiTai TiPro9000?

I remember trying to load a massive city save, and the loading bar just froze at 99% for nearly ten seconds—it was an absolutely terrible experience. I first tried clearing temporary system files, but it didn't help the latency and actually extended the load time. I entered the GamePP NVMe Queue Depth Configuration, increased the depth from 32 to 128, and activated the high-performance power plan. CrystalDiskMark showed 4K random reads rose to 68-75MB/s, and HWiNFO64 confirmed SSD temps at 55-62℃.
