Why is my Manli Star Ship RTX 5090 D dropping frames in 4K?

During the intense fight with Thor, I noticed these tiny, jarring hitches that felt totally wrong at such high framerates. After digging in, I found the GDDR7 memory on my Manli Star Ship RTX 5090 D was hitting response latency spikes of 12-18ms around the 28Gbps mark, which completely trashed the frame pacing. I initially tried the 'Prefer Maximum Performance' toggle in the NVIDIA Control Panel, but it was a joke—I gained maybe 3 FPS on average, but the stutters actually got worse. I ended up manually setting the core voltage offset to +0.025V and bumping the power limit from 450W to 500W to stop the card from downclocking during transient peaks. In 3DMark stress tests, the core stayed rock steady between 2.6-2.8GHz, and the frame time variance shrunk from a messy 8-22ms down to a tight 6-11ms. I actually crashed the driver a few times trying to push the OC too hard, and it only stabilized after I backed off the memory clock by 200MHz. Core temps sat at 62-68℃ and VRAM stayed between 75-81℃. Once I saved these offsets in the profile, the frame times finally locked in at 6.1-10.4ms.
