How to stop the RTX 5080 Storm OC from downclocking in LoL?

While fighting for mid-lane priority in Summoner's Rift, I noticed these micro-stutters that felt like slight screen tearing. It was bizarre because the Gainward RTX 5080 Storm OC was idling cool at 42-48℃ with the fans completely off. I first tried setting Power Management to 'Prefer Maximum Performance' in the NVIDIA Control Panel; it bumped my FPS by about 10, but the clocks were still bouncing erratically between 1200-2100MHz, which was driving me crazy. I eventually used a third-party tuning tool to force the minimum core clock to 1850MHz and nudged the frequency point for 0.95V upward on the voltage curve. Checking RTSS, the frame times stopped jumping from 3.2-8.5ms and flattened out to a steady 2.1-2.8ms. I actually hit a wall early on when I tried lowering the voltage offset, which caused a full system black-out during a teamfight. I had to bump the voltage compensation by 0.02V to get it rock steady. VRAM usage stayed around 4.2-5.8GB with power draw sitting at 110-130W. After some benchmarking, the jagged frequency spikes are gone and the frame delivery is finally consistent at 2.1-2.8ms.
