Why does Space Marine 2 stutter during Mars combat?

I was navigating the Mars ruins when my dodge animation lagged, breaking immersion. GPU-Z showed a drop from 2400MHz to 1950MHz. Swapping the power cable failed. I used the GamePP Hardware Sensor Page to see 12V oscillating between 11.85V and 12.15V. I adjusted the CPU power phase timing in BIOS. After reboot, AIDA64 confirmed ripple dropped from 0.15V-0.22V to 0.08V-0.12V. HWiNFO showed fans at 800-1000 RPM. The voltage curve is smooth now, saving my sanity.
