Why does Ryzen 9 9950X3D stutter in Destiny 2 combat scenes?

It was truly annoying that after buying a top-tier 9950X3D, I still encountered inexplicable micro-stutters during intense combat. I first tried lowering all in-game graphics settings, but the frame drops remained; this irrational performance was extremely dissatisfying. I entered the GamePP BIOS Load-Line Voltage Guide, switched the load-line voltage to L2 mode, and fine-tuned the offset voltage to -0.02V. Core frequency stabilized at 5.2-5.4 GHz per CPU-Z, temperatures hit 72-85℃ per AIDA64, and voltage jumps were capped at 1.0-1.2V via HWInfo.
